how to use the APP_MEASURED_RSSI in the ble_app_ ibeacon routine?

In the nrf51822 sdk 5.1 I can see a routine named ble_app_ibeacon.

I find a parameter define as below,the data is added to the advertising data. #define APP_MEASURED_RSSI 0xC3

Could you tell me how should I set the value when I creat my own ibeacons.Does it should be set associated with the app on the iphone?

What is the use of the value?

I find that some modules in the market named ibeacons set the value is -59. But in our sdk ,it is set to 0xc3. Could you tell me what's the difference between different values?

I have never seen an official explanation from Apple of this value, but according to some online sources, it seems that it should be set to the expected RSSI value, as seen by the iOS device 1 m away from the beacon.
