Hi

It is not connectable. A device in Scannable Undirected Event mode are according to the specification not allowed to respond to a connection request from other devices. It will only respond to scan requests. Have a look in the Bluetooth Specification Version 4.2 [Vol 6, Part B] Chapter 4.4.2 "Advertising State".
