If you just want one specific phone to connect to your device, you can use whitelisting. Whitelisting: only connect requests from devices in the whitelist will be accepted.

If the devices will be bonded (encrypted link), the security module Peer Manager can handle/create the whitelist.

If you don't plan to use encryption, the devices should simply be connected, you can add the address of the central device manually to the whitelist. This tutorial shows to add a device to a whitelist.
