The product spec for the nRF51822 only discusses the minimum additional components required to support the chip, the PCA10028 is an entire product with many other components on it, most of them there for programming and interfacing.
The schematics, BOM, user guide and fabrication files are all available from the PCA10028 downloads area if you want to see the full schematic. However the reference layouts for the nrf51422 and the diagrams in the product spec still tell you the actual minimum requirements.
