Are you talking about the nRF Master Control Panel software ?

If yes, you can download the latest version of the MCP from here: www.nordicsemi.com/.../46143

The same application is aslo available for smartphones (iOS, Android): www.nordicsemi.com/.../nRF-Connect-for-mobile-previously-called-nRF-Master-Control-Panel

There is also a new application called "nRF Connect", have a look at this blog post. It can be interesting for you as well.

The Master Emulator API comes with the Master Control Panel software. You must first install the Master Control Panel and the examples and API are installed under C:\Program Files (x86)\Nordic Semiconductor\Master Emulator\. See the above link to download the latest version.
