Nrf51 dongle scan and advertise ibeacon

Is it possible for a nrf51 dongle to scan and advertise ibeacon at the same time ? Any advice or sample code to help on this?

Yes. You should have a look at s130 softdevice. There are examples in SDK. But You could also combine perpheral example from s110 and central from s120.
