Why the NRF51422 can flash BLE and ANT+,but 51822 can't?

I have checked the datasheet between 51422 and 51822,they look the same,but why the NRF51422 can flash BLE and ANT+,but 51822 can't? Is the Radio part different,or the Flash，RAM structure？Now I want use 51822 to develop BLE central,but the SDK9.0 example base on 51422,Can't I just change the chip to 51822 from 51422,and it would work well? The only difference between NRF51422 and 51822 is that the 51822 cannot support ANT. This is for cost reasons, as the extra cost of the NRF51422 is for the rights to use ANT. The hardware is exactly the same in all other aspects, including the radio, flash, RAM and everything else.
