I didn't found the x64 version of MasterEmulator.dll

I am afraid that we do not have a x64 version of the MasterEmulator.dll. Please note that Master Control Panel for PC has been replaced by nRF Connect.

I suggest that you take a look at our pc-ble-driver, which has python and .js bindings in addition to the C/C++ library. The pc-ble-driver is available here on our GitHub account.
