Where can I find proper documentation of s1xx IoT Softdevice? I am using nRF51 board (PCA10028).

You can find the documentation for the IoT SDK here on our Infocenter page. I am afraid that the S1xx IoT Softdevice is not well-documented since it is a prototype SoftDevice and is not intended to be using in production.

Thank you for this information. Then could you please tell me if IoT Softdevice supports 'Central' mode? Does it support scanning?

I am afraid that the S1xx IoT SoftDevice only supports the GAP peripheral mode, please refer this page on Infocenter.
