Ask the person you bought it from for a schematic, they made it, they can tell you. It's possible that the two pads marked DIO and CLK are SWDIO and SWDCLK, so if you can find Vdd and GND you can program it. However I really suggest checking that's the case before attaching a programmer to it, and that requires the schematic.
