Setting Window Offset in a Connection Request

I have problems connecting a nrf52 with a TI cc2650. The cc2650 is the peripheral and I can connect to the device from my PC and from some other devices. But when I use a nrf52 eval board that tries to connect to the cc2650, I can sniff the connection request and empty PDUs send by the nrf52, but I do not get any response from the cc2650.

One difference I've found is, that the nrf52 uses a window offset of 0 when connecting, while other devices use values different from 0.

Is it possible to configure the s132 softdevice to use a window offset, othere than 0? This is just to find the cause of the connection problem, so any quick 'n dirty solution would be fine.
