Does the components on the development kit increase the power consumption compared to what you would expect from a low power-optimized application-specific PCB?

Other than USB or serial communcations.

No, the components themselves does not increase the power consumption. The power consumption only increase if you are actually using the components actively, e.g. flashing the LED.
