Device Filtering without White List

Hello dear Nordic Team,

I got a question regarding the device filtering options. I am interested in putting 10 chips next to each other. But every chip shall have only one connection partner. I know that the White List exists and how it works, but I'm wondering if there are any other option concerning the device filtering procedures in BLE?

    For example: I have 4 chips A, B, C and D and I always want A to communicate with B and C always communicate with D. How could I manage that A doesn't talk to C or D without using a White List? When talking about options I mean some other possibilities to solve this case without using the White List
