I'm not entirely sure what this pin does, does it output reference voltage of some sort?

I suggest you read this chapter in the nRF52840 Product Specification.
The nRF52840 has two voltage regulators, one for high voltage (2.5-5.5V) and one for low voltage (1.7-3.6V). These two regulators have to operation modes: LDO or DCDC. With the DCDC mode you need to add an external inductor. If your input voltage is lower than 3.6V you can skip regulator 0 and connect VDDH and VDD together (see figure 2).
The reference layouts will also show you the different configurations. We strongly recommend that you follow the reference layout as much as possible.
