How is multiple pair possible?

I'm using ANSC example, pca10028, iphon5s and iphon4s.

I confirmed #define DEVICE_MANAGER_MAX_BONDS 7.

But pca10028 cannot pair with iphone5s after paired with iphone4s.

Likewise, it cannot pair with iphone4s after paired with iphone5s.

Each pairing is well done.

Modifying DEVICE_MANAGER_APP_CONTEXT_SIZE is the same.

Are you using the whitelist by any chance? i.e. is the second central able to connect to the ancs device after you bond with the first device? Please also state which Softdevice and SDK version you are using.
