Hello world from visual studio 2008 bootstrap could not be loaded

I'm trying to get a simple "Hello world" program to run on the Nordic ID Medea. As soon as I start debugging I get the error "The bootstrap could not be loaded". Any idea what I'm missing? Is there a simple tutorial for this?
