Getting Bluetooth Services?

Hello. I'm using nRF52832, PCA10040, SDK13, S132 and "ble_app_uart" as reference.

When I connected board through by bluetooth, I couldn't see notification message which is "Bluetooth services are being configured".

How Can I start bluetooth services at nRF52832?

What central are you using? Notifications have to be enabled by the central (Gatt client).

My communication is From nRF52832 to My PC which Its OS is Win10.

Do you have an application on the windows pc that can utilize the UART service? Note that the proprietary UART service isn't supported on windows by default, so you need an application to make it work.
