Serialization for option BLE_GAP_OPT_PREFERRED_PHYS_SET not implemented in SDK13.0.0

Hi

I was playing around with the new serialization code in the SDK 13.0.0 and the PCA10056. I was able to compile the connectivity code, but when I try to configure the preferred PHY an error occurs. After looking at the code it seems that the encode/decode part for the BLE_GAP_OPT_PREFERRED_PHYS_SET option in a "sd_ble_opt_set" call is missing.

Seems that we missed the OPT for PHYS_SET. I reported this bug internally. I will give you the patch when we have it ready.
