Please take a look at the tutorials here on DevZone. I recommend that you start with the Getting Started tutorial, and continues to the BLE tutorials about advertising, services, and characteristics after that.

This should go almost instant. Have you tried doing some debugging (logging in code, packet sniffer, etc.) to see what is delaying the transfer? Is the transfer from phone to UART taking long time as well?
