cannot set breakpoint with gcc and eclipse

I could not set breakpoint in Eclipse. I set CFLAGS to -O0 and -g3 in Makefile

I am using GNU Tools ARM Embedded 6 2017-q1-update and Eclipse Neon3

Thank you for your comment. I think my problem was not flashing the board with SoftDevice library before debugging my application.
