Have you ever had problem with RSSi value measurement?

hello,

On a device with nRF51822-CEAA packaged in a ISP130301, we have a problem with RSSI value measurement. We use Master control panel and bluetooth usb key provide in the dev kit. Between normal RSSI value measurement and this value there are approximately 20dbm. Where this problem may come from?

The difference comes from antenna performance of the receiver.
