General question related to FPGA

I am learning about FPGA. I have question general question related to it.

A FPGA is connected to a 14-bit DAC and to an output amplifier. The DAC have a sampling of 2.5GSPS and is updated with DDR data f = 625MHz over a LVDS interface from the FPGA.

For simplicity expect that the FPGA, DAC and the output amplifier are connected to same supply voltage from a 3,3V buck converter.

Is a decoupling for this circuitry necessary? o What are the reasons to decouple this three components? o What is necessary to decouple the three components? You can add as many additional components you like o What is the real data rate between the FPGA and the DAC? How many pins need be minimum connected between DAC and FPGA. o Which are the most important parameters for the output amplifier? o What is the maximal output voltage of the output amplifier?
