That's the Nordic UART Service (NUS). As the name suggests, it's a Nordic Proprietary service - so you'd have to implement it yourself at the HC-08 end... EDIT Alternatively, implement whatever…

If you want to communicate with the that chip/module over uart, I would recommend you to take a look at our UART example in the SDK, in the peripheral folder.
