nRF5_SDK_13.0.0_04a0bfd: ble_hrs_freertos example doesn't work!

I tried to run the ble_app_hrs_freertos example on the pca10040 devkit, but it's not possible to connect via ble (using nrf connect, neither with pc nor with smartphone). The device is visible and you can see the services provided but connecting just never succeeds. I tried ble_app_hrs too and it works completely fine. Could it be an issue with the new sdk?

edit: I tried it with the older version nRF5_SDK_12.3.0_d7731ad where it works fine.
