Well that depends on what "smart lightning" solution you are using, no? Vendor of the connected bulbs or other light source should tell you which app to use. If you are developing your won solution then you will probably need to define all on your own: BLE FW on embedded ("lightning") side, controlling protocol over BLE (probably with DFU and other administration), mobile apps implementing your protocol on all major platforms, most probably some troubleshooting procedures, user guides, user support...

You are asking for a mobile app to control some "smart lightning" without saying which "smart lightning" solution you are using. There is nothing like "universal" protocol so that the systems are compatible and by any mobile application you can control any of these systems. And even if there would be such standard most of the vendors don't care because they don't want to interwork and let the cheaper or better product to win over their. So your question is like "which car key to use" and the answer is "only the key which you got with your car" (from the manufacturer).
