Drain current on Txd pin

Hi, I'm interfacing a nrf51822 and a H8/3294. My question is how much can I drain a the txd pin of the H8/3294. That means my question isn't really about nrf51822. In documentation of H8/3294 I found :

Allowable output high current (per pin) | All output pins | -Ioh | 2mA

Why is it "minus" Ioh ? These 2mA flows from chip to the outside or the other way around ?
