@hyw there is Soft Device specification and all memory requirements and APIs to change internal values are described there. Would you please bother to read the documentation before pasting more question?

Edit: to be even more precise you should see sd_ble_cfg_set function and how it is used according to S132 Soft Device Migration guide (from V3.0.0 to V4.x.x or higher).
