Look at the ble_app_uart example in the ble_peripheral folder in the examples folder in SDK_13.

As RichieJH said, you should take a look at the ble_app_uart example in the SDK. In that example you can see how the Nordic UART Service is implemented.

You can aslo take a look in the infocenter at the Nordic UART service.

There is also a lot of useful information in the tuturial section here on DevZone.
