Scan and Gatt Connection Simulataneously

Is it possible to scan and make Gatt Connection simulataneously from Android app to NRF device.I have seen issues in second connection after disconnection.I have seen second gatt getting established after a long delay 10-13 secs. Is it related with parallel scan going on or something related to the advertising or connection interval on the device? Please advice !

How many simultaneous roles you can have depends on the BLE chipset in your Android device. You can't expect the same behaviour and functionality on all phones. If you need more specific help you will have to provide more details, like what nRF device you use, what softdevice and SDK, what kind of phone and all the debug information you can get from both devices.
