How to change between Korean and English?

I am developing a keyboard using the nRF52832 and example code(ble_app_hids_keyboard). SDK is SDK14.

Korean/English change is not possible.

The specification I refer to is Hut1_12v2.pdf. Korean/English changing key data is 0x90. I sent this data, but there is no language change on my PC.

What changes do I need from the example source to toggle between Korean and English?
