Hi, the pull-up resistance Rpu of GPIO pins as stated in Product Specification v3.1 in Table 62 is supposed to be 13 kOhm (typ). Since we measured a different value on pin n_RESET/SWDIO - does the stated resistance apply to n_RESET/SWDIO?

Under normal operating conditions (supply voltage higher than >1.8V ) the pull-up resistance on SWDIO should be typ. 13 kOhm and max 17 kOhm. However, if the supply voltage is lower than that you might measure resistances more than 10 times higher.
