'nRF Connect' Software Does Not Detect Rigado BMD-301 BLE Tag

I have a Rigado BMD-300 Evaluation Board with a BMD 301 module attached. Using the Texas Instruments SmartRF Packet Sniffer, I see the message being broadcast approximately every 1300 milliseconds of Type ADV_IND with AdvA of 0x945493070BB3 at -36 dB. HOWEVER, the 'nRF Connect for Mobile' software (previously known as nRF Master Control Panel for Android) appears not even to see the BLE device ... although it sees a lot of other BLE devices. There is no filter in use. Can anyone explain what could be preventing 'nRF Connect for Mobile' from seeing the BLE tag ? Please advise. Thanks in advance.

Just so I understand this clearly: you are using the TI SmartRF Packet Sniffer with TI software on your computer and are seeing the message being broadcast, whereas you cannot see the message being broadcast on your phone using the nrf connect for mobile SW, right? What phone do you have? Which OS?
