You need to go through Apple. You need to apply for a license and if they approve, they will provide you access to the specification under a license agreement. This specification is not Open Source.
You can always search Google for hobby sites or other companies that make iBeacon compliant devices for details of their products and the protocol as described by them, but to get the official specification, you need to go through Apple.
