I have the same problem, while the devic is discovered in the Devices section in Windows the HTML 5 app does not work. The actual message is : Error: Your browser does not support Bluetooth - Web Bluetooth is supported in the latest versions of Chrome and Opera browsers
However I am using the latest version of Chorme. The same applies to Opera too. Any ideas?

try to enter this url in chrome: chrome://flags/#enable-web-bluetooth
, and make sure it's enabled.
If you are unable to turn it on, try to enable this first chrome://flags/#enable-experimental-web-platform-features
But as seen in Joakim answer, Windows is not listed in the "Supported operating systems" list, so it might not work
It seems it is not supported: BLE Advertising in Chrome Apps Chrome OS Enables BLE Advertising in Chrome Apps. BLE Advertising might interfere with regular use of Bluetooth Low Energy features. #enable-ble-advertising-in-apps Sorry, this experiment is not available on your platform.

As you can see from my answer above, Windows is not part of the supported operating systems. You might be able to find some kind of workaround for this, but as far as I know it is not possible on Windows.
