PPK Requirements

Does the PPK require a Dev Kit (nRF5x kits) or a Segger J-Link, or is there a way to use it to measure current without either component? The user guide only shows setups with one or the other.

You will need one of these components to use the PPK, that is correct.
All the communication with the board from the PC uses the Segger RTT interface, which requires some type of J-Link to work (either the one included with our DK's, or a stand-alone one).
