Bluetooth low energy application

Hi, I want to make BLE application which works in PC like below application.

I intend to use the Python code to create this program. Can I download the code about protocol or command between the device and PC?

nRFConnect based on pc-ble-driver library. You can find the source code of nRFConnect here and the pc-ble-driver library here.

There is a python binding for the pc-ble-driver here.
