ANT license is required if you want to make ANT+ parts. For using standard ANT channels (Not ANT+) there's no fee. Would recommend you to contact ANT through their website regarding this as well to be sure that you get the best answer for your specific application.

I don't think that's correct. From www.thisisant.com/.../nrf52-ant-stack-licensing-faq they state that "What are the royalty fees for commercial use of the ANT stacks? The royalty fee with a commercial agreement will be $0.08 USD per instance of the S212 or S332 ANT stack within an item that is sold, rented, or leased." In other words, ANT is also royalty-based.
