I would like to know if there is a nAN-36-like application that also implements the radio functionity.

I would like to send a raw radio message to other devices when a characteristic is written.

Unfortunately there is no nAN-36 like application for you, however you can use the timeslot API to do what you require. There is an example using the timeslot API and using it to run an advertiser. You can use that example to achieve your needs.
