If you have a look at the files in that directory, you'll see that the filenames refer to OberonHAP, which is https://oberonhap.com/ . occ just happens to be the prefix of the redistributable files from that vendor.
I'm going to guess that the acronym stands for either "Oberon Cryptographic Code" or "Oberon Crypto Cell", but I don't think it's that important.
