We are trying \Nordic\nRF5_SDK_12.1.0_0d23e2a\examples\ble_peripheral\ble_app_uart\pca10028\s130\arm5_no_packs 

I want to control UART. If device is not in use i want to switch of UART.

Can you please help us with reference example of enabling and disabling UART functionality?

You can use app_uart_close() to close the UART module. (similar question)
