When the device is at such a low voltage, it will trigger the brown-out detector, which causes a full reset again when the voltage is > 1.8V.
What are the current consumptions that you see when the device is running? Do they correspond with the currents that are listed under electrical specifications in the datasheet?
Do you run the device on battery operation? Have you tried using another power supply source?
