Which sdk for nRF51-dongle? i have tried sdk version 12 but there is no examples for pca10031.

You should use SDK v12.1 which is the last version that support PCA10031.

there is exempels that supports PCA10031 in v12.1 but sadly no BLE peripheral exampels. Is there any BLE peripheral examples in any other sdk?
