But do we have the bluetooth stack in windows that we can work w/ Zephyr?

As checked and tried, this is for development on Windows.
Now we needs the HCI driver in windows platform, because the product is a BT 5.0 dongle w/ HCI for Windows platform.
Do we have the official HCI driver? Or how do we get such driver?

Yes, there is BlueKitchen's BlueStack you can use:

Please bear in mind this is a commercially-licensed Bluetooth stack.
