From a theoretical perspective, a device that emits a provisioning beacon is not part of the mesh as yet (it doesn't have network key(s) etc.) and therefore as you thought, its message cannot be relayed. Nordic do provide a proprietary/experimental PB-Remote bearer which allows the provisioning of remote devices outside the range of a provisioner.
