nRF52840 SPIM3 and tSPIM,VMO,HS 8 ns vs tSPIM,VMO 59 ns

The valid master out time for <= 8 MHz is shown as tSPIM,VMO 59 ns.  The valid master out time for > 8 MHz is shown as  tSPIM,VMO,HS 8 ns.  The latter  tSPIM,VMO,HS could only apply to SPIM3, since that is the only SPIM that can go over 8 MHz.  My question is: does the  tSPIM,VMO,HS of 8 ns apply to SPIM3 no matter the clock frequency?  (It seems odd to me that the master out time for the same SPIM hardware would change all of a sudden when the frequency is changed...)
