COM of PPK cannot be recognized

I just received the PPK and use it for the first time.

I am trying use the PPK to monitor the current of an external board.

SW2 is set to 'external' and SW4 is set to 'Reg.'.

Then I connect the PPK to Windows PC through USB port J1. (without connecting the external board DUT)

The LED1 (green) of PPK is ON but the COM cannot be recognized. 

In nRF Connect v2.3.2 - Power Profiler application there is no any option available when I click Select serial port.

In device manager, when I plug the device there is no any newly recognized serial port.

I tried all the USB port of the PC and also a few USB cables but it dose not work.

Is there any other hardware setting that I need to do? Please advise.

In case this is a hardware failure, how can i get it repaired?

I purchase it through Digikey.

    I would like to use PPK for 'Measuring current on custom hardware without nRF5x DK'.

    Refer to the connection guideline a SEGGER J-Link is necessary. Is SEGGER J-Link a must? Or PPK can be standalone?

    If SEGGER J-Link is a must, would you please tell me the part number of SEGGER J-Link? I have one in my office but the connector size doesn't match on P21 of PPK.
