devices Capability list for different Bluetooth versions and trust on getting same connection interval over the time

I'm doing a risk assessment, and I couldn't find a proper answer for the fallowing two question, it would be great if I could have your opinion and input.

1, Does anybody have a compatibility device list for different BLE version?

  (I would like to assess what portion of phones, especially Andriod devices, are supporting ble v4.1, what portion v4.2 and v5)

2, by your experience, how much I can put trust on getting the connection interval as I requested all the time. (I'm calculating the worst case scenario, and we have a real-time application). 

I know that by specification, central device is in charge and will decide on connection interval. But, we have a modest data that we should support to send in real-time. Ble v4.2 and v5 is pretty much OK and we have flexibility on connection interval since they support DLE.  But, Bluetooth version 4.1 makes trouble here since we should use the lowest connection interval (11.25ms, considering that we can't send more than 4 packet) and I want to assess how much I can put trust on getting the same connection interval on different devices over and over again.
