Is there a way where i can use the mesh proxy service to send on/of state from an non mesh device?

In short I want to be able to send some message (Say a String) from the non mesh device to the mesh server node using the proxy service.

Yes, it's possible. In our nRFMesh app we support controlling a Generic On-Off model server from the nRFMesh app. You need to implement the model on the phone. The app should work with this demo on the Thingy. 

Another option is to integrate mesh with a normal BLE application. Then you define your own proprietary to control Mesh from BLE.
