Flashed board not responding

I have a board populated with the nRF51822 and associated components for the application.  

I am able to flash the device successfully and successfully verify the flash.

The current program is set to simply turn on one LED, but it is not working.  

In order for the flash to successfully flash and successfully verify, does that indicate that the hardware (power supplies, crystal, etc) are setup correctly?  I have visually inspected the board and to some extent electrically tested it and have found no issues.  It is possible that the software is the issue, but could the hardware be an issue or does the fact that the flash and verify were successful largely validate the hardware?

The flash validation only verifies that the program is flashed to the chip, and that data is not corrupted. It does not validate any hardware configuration or confirm that the chip will boot at all.

There can be many reasons why the LED does not turn on.

Just adding that when you flash, or verify the firmware, the chip goes into debug mode which means that it starts the HF clock and the internal LDO regulator, CPU, etc. automatically. So this is not a good indication that the hardware is setup correctly.
