I use the internal-LDO ,but i measure the voltage of DEC4, it's 2.5V(not 1.3V), the VDD is 2.9V
which reason can cause the DEC4 to 2.5V?

Can you share the layout as well?
This is far from the reference layout. You're not even connected to ground and you're missing the antennas impedance matching network. If you need such a small device I suggest you look into the SiP modules from our third party module vendors. You WILL need at least a 4-layer board to make this work on such a small board.
